You'd think that they would notice she was older than 16 in August 1916 when she signed the papers.1 A delayed birth registration for Minnie Lisk was made on 21 July 1926 at Ottawa in Carleton County, certified by her sister, Augusta Smith.4

She was born on 28 September 1899 at Ontario, Canada, according to her 1927 Declaration of Intent to apply for U.S. citizenship.4 Alternatively, she may have been born in September 1898 at Ontario, Canada, according to the 1911 census5; or, circa 1897 at Ontario, Canada, since she declared she was 26 when she crossed the border in Nov 1923.6,3
She was also known as Ordella Moore.7
She was commonly known as Orri Moore in the 1911 census.5
Ordella Moore appeared in the 1911 Canadian Census of Bromley Twp., Renfrew County, Ontario in the household of her parents, Elias and Sarah Ann Briscoe.5
Ordella Moore appeared on the 1921 Canadian Census of Renfrew, Renfrew County, Ontario, Victoria Hospital, enumerated 1 June 1921. Ordella was described as a nurse.6 She crossed the border seeking permanent residence in November 1923 at Port of Detroit, Michigan, USA, from Canada. Her destination was the Herman Kiefer Hospital in Detroit. Her last residence was at Douglas, Ontario. She named her father, Elias Moore, of Douglas, as a contact, even though I think he died in 1915.7 She declared the intention to become naturalized on 5 May 1927 at East District Court, Southern Division, Detroit, Michigan, USA. She was a graduate registered nurse, aged 27 (born 28 Sep 1899), arriving at the Port of Detroit on the Canadian National Railway on 11 Nov 1923.4
Ethel Moore appeared on the 1930 U.S. Federal Census of Detroit, Wayne County, Michigan, Ward 9, enumerated 14 April 1930, described as a nurse in a hospital, a lodger in the Alfred F. Brown household with over 20 other lodgers. Several others were also nurses. While her given name is different, she was from "Canada English" and reported she came to the US in 1924, and had filed initial naturalization papers.8 She, of Douglas, was the informant on the death registration of her adoptive mother, Sarah Ann Atkinson, who died on 27 February 1948.9
The following analysis is from my personal research and reflects my attempts to consolidate information from different sources.

According to Diane Vermaat, Brian Brisco and Mary Ann Mayhew also raised their granddaughter, Ordella Moore. However, he died in 1877, 20 years before Ordellia's birth.
Ordella was not enumerated with her parents in the 1901 census, indicating that someone else may have been caring for her.
In balance, I discount Diane's information at this time (Feb 2024.)1
